İşlenmemiş Gıda Fiyatlarında Oynaklığa Yol Açan : Yapısal Faktörler (Sources of Volatility in Unprocessed Food Prices: Structural Factors)

Türkiye’de işlenmemiş gıda ürünleri fiyatları tüketici fiyat endeksindeki diğer mal ve hizmet gruplarına göre daha dalgalı bir seyir izlemektedir. Bu çalışmada, sektördeki farklı kesimlerden uzman kişilerle gerçekleştirilmiş mülakatlardan yola çıkılarak, söz konusu fiyatlardaki yüksek oynaklığa yol açan yapısal faktörlere yönelik bir analiz sunulmaktadır. Görüşmelerde, üretimin iklim koşullarına bağımlı olması, bilgi alt yapısının yetersizliği, aracı sayısının fazla olması, tarım sektörüne yönelik kamu desteklerine dair belirsizlikler, düzenleme ve denetim/gözetim yapısındaki yetersizlik, tarımsal üretimin bazı bölgelerde yoğunlaşması ve dış talepteki dalgalanmalar bu faktörlerden başlıcaları olarak belirtilmiştir. Gözlemler, işlenmemiş gıda fiyatlarının daha istikrarlı seyri için orta-uzun vadeli bir perspektifle geliştirilecek kamu politikalarının önemli olduğu düşüncesini desteklemektedir. (The unprocessed food prices are more volatile than the prices of other items included in the Consumer Price Index (CPI) in Turkey. Based on the interviews conducted with the experts on the food sector, this note presents an analysis on the structural factors giving rise to this observation. The high degree of climate-dependence in production, insufficiencies in agricultural know-how, high number of intermediaries in the supply chain, uncertainties surrounding agricultural subsidies, weaknesses in the regulatory, supervisory and monitoring framework, concentration of production in certain geographic areas and fluctuations in external demand have been stated during the interviews as the main factors behind highly volatile unprocessed food prices. Our observations support the view that public policies designed with medium-term/long-term perspectives would be important for ensuring stability in unprocessed food prices.)
