Impact assessment study for new or revised indicators and incentive mechanisms for the single European sky performance and charging scheme, minimum services and new technologies : final report

The Commission wishes to undertake a study to compare, assess, and evaluate the impacts of performance incentive mechanisms and policy options for new and/or revised indicators in the context of the Single European Sky (SES) performance and charging schemes. The SES initiative will reform air traffic management (ATM) in Europe to reduce fragmentation of European airspace, improving its efficiency. SES will improve ATM performance through reduced delays, whilst shorter flight paths will reduce flight costs and reduce aircraft emissions. The SES performance scheme introduced in 2009 created regulatory instruments to set targets for performance on safety, environment, capacity, and cost efficiency. The performance scheme also contains incentive mechanisms such as financial risk sharing between air navigation service providers (ANSPs) and airspace users.
