LA INNOVACIÓN COMO PROCESO INTERACTIVO : ESTUDIO DESCRIPTIVO DEL SISTEMA REGIONAL DE INNOVACIÓN DE COAHUILA (Interactive Process Innovation: Descriptive Estudy of Regional Innovation System Coahuila)

La innovación como proceso multidimensional en el que interactúan diferentes instituciones y agentes, se sustenta en diversos enfoques y se desarrolla a nivel macro, meso y micro. De ahí, la necesidad de su interpretación desde las interacciones, lo cual no se refleja en los estudios realizados mediante las encuestas nacionales de innovación, ni existe desagregación de datos a nivel regional. Por ello, el objetivo del trabajo es describir características del proceso interactivo de innovación a nivel organizacional y del sistema regional de Coahuila. La metodología contempla dos momentos: análisis de diagnósticos previos de la innovación a nivel regional; y el estudio empírico orientado a las interacciones, mediante entrevistas a gestores de20 empresas medianas manufactureras. Los resultados permiten afirmar que las empresas, aunque no tienen estructuras de Investigación y Desarrollo, realizan actividades innovadoras, participa personal de diferentes áreas, aunque con un lento dinamismo y con escasas prácticas de gestión tecnológica. En los proyectos de innovación las interacciones con agentes del entorno se orientan hacia el sector industrial y son casi nulas con las universidades y centros de investigación. Es una primera aproximación al estudio de las interacciones y de la gestión tecnológica como factores de éxito de la innovación regional.Innovation is a multidimensional process in which different institutions and agents interact, and it is based on various approaches. There is a need for an interpretation of the interactions, which is not reflected in the national surveys or regional surveys. The objective of this paper is to describe the characteristics of the innovation's interactive process at an organizational and regional level in Coahuila, Mexico. The methodology involves two stages: Analysis of previous diagnostics of regional innovation; and an empiric study oriented to interactions, through interviews with managers of 20 medium-sized industrial manufacturer enterprises. The results affirm the companies, even though they lack research and innovation structures, actually innovate. Different area personnel participate, with a less dynamism and technological practices than expected. In these innovation projects, interactions are oriented to the industrial sector, leaving behind universities and research centers.
