Internalizing urban congestion with tariffs instruments : acceptability and decision
In order to act of better than possible on the level of urban congestion downtown and on the various external effects (sound, pollution...), the political decision maker must carry out choices among a multitude of tariffs instruments (urban toll, parking toll, kilometric taxation, alternative paying roadway...), by holding account of the effectiveness of measurement used and of his effects on collective acceptability. In this article, we develop these various public policies of internalisation using concrete applications and we analyze the results by comparing them and we are interested in the choices of the decision maker according to the objectives laid down by the policies of urban transport.
