International cooperation in science, technology and innovation : strategies for a changing world: report of the Expert Group established to support the further development of an EU international STI cooperation strategy

In support of the preparation of the Commission Communication "Enhancing and focussing EU international cooperation in research and innovation: A Strategic Approach", a high level expert group was established under the Chairmanship of Dr Sylvia Schwaag Serger. The Expert Group's remit was to provide advice and recommendations, including on the international dimension of the European Research Area, to facilitate the development and implementation of a more strategic approach to international STI cooperation. The Expert Group strongly supported a more strategic orientation and offered key policy recommendations on a broad range of issues including: prioritisation, supporting openness, strengthening framework conditions, encouraging industrial participation, exploiting "variable geometry", the importance of evidence based policy and greater integration of international cooperation in European activities.
