Issues and Strategies for Achieving Optimal Result in the Management of Public Sector Resources

This paper addresses the global issues of non-performance in public sector organizations. The specific problem addressed was the issue of ever-increasing citizens’ expectations from the government and the corresponding inability to live up to these expectations as a result of financial constraints and other problems that limit its ability to maneuver. The author did a general analysis of the experiences of some developed and developing countries and used it as a basis for mirroring the happenings in Nigeria as the case study of the developing countries. It was found that public sector organizations all over the world are adopting the principles of Organization and Methods by focusing on the tools of performance management and bench marking to create value through performance management and to encourage a new national orientation and practice improvement-service quality, financial efficiency and increase in overall value. It was concluded that the public sector organizations must, among other things, change their intent; redraw their boundaries; stretch the existing performance management tools and adopt new ones; attend to information and technology architecture; and drive change coherently with line of sight. In addition, national leaders must relentlessly connect policy and delivery; nourish external perspective; craft information systems architecture for next value strategy and keep aspirations tipping forward in order to lift these organizations out of their comfortable routines
