Issues in Small Enterprise Development: An Overview
There has been a perceptible boom in the writings on small enterprises over the last three decades. A range of new concepts and paradigms have been pro- pounded to understand this sector's dynamism. Each of these relates to a set of issues and advocates certain policy interventions. This paper summarises the major theoretical issues in the field of small enterprises by arranging them across three time periods—the 1970s, 1980s and 1990s.
