JUSTIFICATION OF EXPEDIENCY OF CREATION OF OFF-BUDGET TRUST INVESTMENT FUND OF MODERNIZATION AND DEVELOPMENT OF THE GAS TRANSMISSION SYSTEM OF UKRAINE

In article the main ways of attraction of investments to the gas transmission system of Ukraine are investigated, their advantages and shortcomings are defined. Expediency of creation of off-budget trust investment fund of modernization and development of the gas transmission system of Ukraine as optimum way of investment providing national GTS which unlike existing, will allow to leave GTS of Ukraine under state control is proved, to attract private, including foreign investors without threat of loss of the property right, to get financial support of the state, to accumulate investments of all investors and to direct them on prime projects on modernization of GTS of Ukraine.
