L’appropriation (ownership) des politiques de développement : de la théorie à la pratique
The ownership of the development policies is the very basis of the new international consensus formulated in the Paris Declaration (2005). The theoretical foundations of this approach remain somehow unclear, and we can hardly consider that PRSPs are really “owned” by the recipient Governments. For instance, PRSPs are not re-drawn, even after political change at the head of the State. The main problem is that Bretton Woods institutions “assess” the PRSPs, so they can be suspected of conflicting interests. A peer review may help to resolve this dilemma, but the main point would be to assess the quality of the process, not the policies (this approach being used in the framework of the PEFA assessment of the public finance management).
