Much criticism has been made of the common organisation of the sugar market based on a quota system. The purpose of this paper is to present the results of a study of possible reforms to the common organisation of the sugar market. The presentation of its COM characteristics highlights the role of taxes in production choices and in the transmission of global price variations on the internal sugar market. The article studies the effect on producer surpluses of a reduction in the European quota, the creation of a single quota and the effect of adapting to the constraints imposed by the GATT. A reduction in the overall quota to comply with these constraints brings about an increase in producer surpluses. [fre] La politique sucrière européenne après les accords du Gatt. L'organisation commune de marché du sucre basée sur un système de quotas est l'objet de nombreuses critiques. L'objectif de ce papier est de présenter les résultats de travaux portant sur des réformes possibles de l'OCM sucre. La présentation de ses caractéristiques de l'OCM permet de mettre en évidence le rôle des taxes dans les choix de production et dans la transmission des variations du prix mondial sur le marché intérieur du sucre. On étudie l'effet sur le surplus des producteurs d'une réduction du quota européen, de la création d'un quota unique et l'effet de l'adaptation aux contraintes imposées par l'accord du Gatt. La réduction du quota global pour satisfaire ces contraintes entraîne un accroissement du surplus des producteurs.
