Labour Migration in the CES : Economic Effects and Legal-Institutional Consequences of Labour Migration Agreements. Executive Summary
The project included analysis of two agreements that came into force on January 1, 2012 within the CES between Russia, Belarus and Kazakhstan, namely the Agreement on the Legal Status of Migrant Workers and Members of Their Families and the Agreement on Cooperation in Preventing Illegal Labour Migration from Third Countries. The Agreements were evaluated from the perspective of their legal innovationand impact on the existing legal and institutional frameworks in the area of labour migration and their role in the effective protection of the rights and social guarantees of migrant workers.The economic effect of the agreement has also been analysed, in particular concerning the impact on the intensity of labour migration processes, the market and productivity of labour, the development of economic activity in the region and the strengthening of economic links within the region. The study pays significant attention to assessing the consequences that the agreements entail for migration flows from Central Asia
