Le péage est-il la solution aux problèmes de congestion ? Une perspective critique

The situations with road congestion produce some important external effects. The goal of the government is to find a solution to these problems. One usual tool is road pricing. It permits the reduction of the demand for road space. But congestion can also reflect an efficient situation, when it is the result of a free market. Moreover road pricing assumes a perfect knowledge of the authorities about marginal cost curves. It requires also a deep reflection on the adapted institutional order.
