Looking at Medicare Advantage: What Has Happened Since the Launch? What Will Happen in the Future?

This report presents findings from Mathematica’s study of how Medicare Advantage (MA) has evolved over its first three years. It focuses on plan availability and enrollment, benefits and premiums, quality of care, and firms’ perspectives and decisionmaking. The findings provide evidence of an active MA market that has expanded since 2006. A proliferation of choice reflects a larger set of MA contract types that attract a range of beneficiaries.
