Anhand des im März 1978 erstellten 'Tarr-Reports' kritisiert der Autor die Wirtschafts- und Finanzpolitik Lesothos: Die Ausgabenpolitik sei viel zu freizügig, das Geld fließe in die falschen Taschen (Korruption), es breite sich ein ineffektiver staatlicher Sektor aus, dessen Bürokratie unzureichend ausgebildet sei - und auf all diese Vorwürfe reagiere die Regierung Lesothos mit bloßer Lethargie.
