Methodological Proposals for Valuation of Economic Damages Deriving from Drought, Irregularities Meteoric, Desertification

The problem of the scantiness insufficiency of water resources is assuming great importance in the Mediterranean areas and the desertification also appears now as a possible problem. The valuations are done particularly with regard to the physical-environmental aspects. The ESA's (Environmentally Sensitive Areas) method is here faced in expansive terms, adding economic valuations. The essay proposes a strengthening of ESA's through the valuation of human (anthropic) actions as pressure. The starting point to determine the actual dynamics and to put it in the ESA's methodology is the valuation of supply and demand of water for drinkable and productive uses. Therefore the essay presents the necessity of a planning and of a better regulation of actual consumption, because of the growing of water's total shortage - for periods always and always longer - and of forced renunciation to the productive agrarian well-irrigated expansion. The industrial and tourist uses also show a progressive reduction of the water's availability. In the end, the essay shows the consequential and potential damages deriving from the progressive reductions of water availability
