Increasing the effectiveness of social production requires the more rational use of the able-bodied population and the proper combination of territorial planning and the branch principle of management of the national economy. In large measure the solution of this problem depends on the rational location of all elements among the productive forces, including the able-bodied segment of the population, throughout the nation.
