Metodologias de avaliação e análise de impacto: Abordagens e aplicações no âmbito da regulação urbana

This study aims to discuss and propose methodological approaches aimed at evaluating the impact of urban regulation, from a theoretical perspective. The main justification stems from the existing gap, both from a theoretical and practical point of view, in the development of adequate instruments to examine the quality of urban regulation. Starting from the delimitation of the concept of urban regulation, combined with a literature review related to methodologies such as the regulatory impact analysis, the ex post assessment of regulation and the ex ante and ex post public policy evaluation, we discuss the possibilities of adapting and applying such methodologies for the examination of different urban regulatory norms, created at national and subnational levels (law, decrees, resolutions, ordinances, normative instructions, etc.). Among the preliminary results identified, first it is noted that there is a real necessity (and feasibility) in the use of specific methodologies to assess the quality of urban regulation in Brazil; second, that the current institutional environment has a favorable space for the formulation and application of the aforementioned methodologies for the examination of urban regulatory norms.
