Modelling the use of alternative channel allocation in granting benefits of social assistance

The government program for 2013-2016 provides, as one of the main lines of action, the development of social services while reducing the volume of direct financial benefits granted and the development of a system based on the use of social vouchers. The present study is the corollary of a model designed by the authors, using the informational asymmetry in providing social programs. It aims at a quantitative modeling of public policies, regarding the errors of over-or under-inclusion; also embodying an analysis of the option of allocating social benefits through alternate channels. This model studies the balance of granting the benefits and allowances by means of vouchers that would allow buying goods cheaper, but it would introduce a certain „stigma” on its beneficiaries.
