Nabard's Promise and Performance

NABARD an apex organization in India promoting agriculture and rural development through indirect financing activities. In spite of efforts made by Government of India (GOI) and other institutional financing agencies like., Cooperatives, RRBs and Public sector banks (PSBs). Still a gap exists the agriculture and rural development promotion in the country. Against this back ground NABARD had established. All such institutions are facing root level problems.NABARD has been promoting credit support to the rural credit lending institutions. The role of NABARD is not only confined to supply of credit but also its monitoring in post credit period. In the line of rural development NABARD has been promoting credit support to cottage and handicrafts, Small Scale industries and other economic activities in rural areas promoting Integrated Rural Development and secure prosperity rural areas.NABARD objectives are more in number of which act as apex refinancing agency in agri and rural development; Coordinate rural financing institutions engaged in development activities; undertake monitoring and evaluation of projects refinanced by it; support national level policies in promotion of agriculture and rural development etc..A review of NABARDs performance during 1990-98, it is identified that NABARDs has been extending its tentacles various innovative rural development activities like, vermiculture, agri. Supplementary machinery, allied agri. activities in the mid 1990’s. Besides, many more initiatives to ease the credit facilities with institutional agencies. Like relaxing Seasonal Agri. operations(SAO) operations, strengthen SCBs/DCCBs, LAMPs, PACS Etc..In spite of efforts made by NABARD, still gaps are identified in agriculture and rural development. Recycling of funds with credit agencies have mooted the practice of pre sanction evaluation along with post credit follow up as well as assessment of viability of borrowers and their ability to maintain assets, promotion of primary infrastructure etc.. In spite of all, heartfelt support from people involved in credit agencies too creates essential promotion of agriculture and rural development
