On Improving the Forms and Methods of Material Incentives
A great deal of work has been done in recent years to improve the system of wage payment in the industrial branches of the national economy. The adjustment of wages has strengthened the principle of material incentives, made it possible to narrow the gap between the wages of workers and employees in the low- and high-wage brackets, and facilitated the introduction of the six- and seven-hour working day without the reduction of wages. All this has promoted the fulfillment and overfulfillment of economic plans in the principal industries during the first three years of the seven-year period.
