On the Elaboration of a System of Optimal Functioning of the Socialist Economy

Improvements in the planning and management of the national economy are a key prerequisite to increasing the effectiveness of social production in the present stage of communist construction. In all elements of the economic system - whether enterprises, associations, ministries, or Gosplan - special attention must be devoted to the optimality of the decisions that are made. One of the main tasks of Soviet economic science is to elaborate the theory and methods of reaching optimal decisions and to provide conditions for their realization.
