ORGANIZATIONAL AND ECONOMIC MECHANISMS OF DEVELOPMENT OF SERVICES IN THE HEALTH SYSTEM (ON THE EXAMPLE OF KHANTY-MANSIYSK AUTONOMOUS OKRUG)
In recent years in the health sector changes occur in the formation of volumes of public obligations of the state and the size of their financial provision. According to the health Ministry of Russia, in 2010-2011 deficit financing at the expense of public funds was not only in 9 of 83 territorial programmes of state guarantees for citizens of the Russian Federation with free medical aid. In the implementation of programmes for health development is the redistribution of expenditure obligations in the industry between budgets of different levels, funds of compulsory medical insurance (CMI), income households. Therefore there are significant changes in the legal and economic conditions of activity of the medical organizations, participating in implementation of state programs and projects.
