Overview of Professional Valuation in Russia at the Juncture of its 20th Year of History
This Practicing Valuers Association of India (PVAI) conference Paper describes driving forces that have shaped and continue to shape the evolution of Russian valuation profession over the 20 years of its history. Comparisons with the American and Indian appraisal professions are attempted, along with some suggestions of useful conceptual/institutional borrowings which can benefit the profession in Russia. Some views on the development course the profession might pursue in the future are adumbrated and supported by the discussion of the profession's dynamic methodological underpinnings. This course, in our view, will depend much on the general stance of the profession toward positivist/normative split of its functions and regulatory balance of opinion as to its role
