Planning for institutional change in utilization of sub-Saharan Africa's common property range resources

A perspective of sub-Saharan Africa's livestock industry is developed by explaining the dynamic setting in which it is now found. After clarifying the issues related to communal grazing a theoretical and institutional framework which can be used for policy analysis is developed. The study leads to the judgment that communal grazing is a stop-gap measure rather than a long-term solution due to a host of managerial and other difficulties brought on by rapid population growth and a national desire to increase per capita income.
