Policies for building technological capabilities : lessons from Asian experience

The need for government policies to promote industrial technology development (ITD) in developing countries depends on deficiencies in the markets that affect the process of ITD. After describing the characteristics of technological capabilities in developing countries, the article looks at the nature of market failures affecting ITD and the policy needs that follow. Technological capabilities of newly industrializing economies in East Asia are briefly mentioned. (DÜI-Sen)
