Policy implementation in Papua New Guinea : decentralisation and redistribution

Papua New Guinea offers an interesting example of policy implementation where political circumstances led to the adoption of implementation of policies that were contradictory in their likely consequences, but which, because of the way in which they were implemented, have not resulted in the contradictions foreseen by policy analysts at the time. The decentralization of political and administrative power and the reduction of inequalities on the level of economic well-being among different areas of the country were two central development goals articulated by the new government of Papua New Guinea at the time of independence in 1975.
