Policy support facility : a thematic report to support an ex-ante impact assessment of the EU adaptation strategy

The aim of this analytical report is to provide recommendations on the implementation of a policy support facility (PSF) to promote regional and local climate adaptation in the EU through the provision of technical assistance that progressively shifts the focus from planning to implementation of adaptation actions. The PSF will support cities in greatest need, predominantly small and medium-sized cities with lower capacity, and thereby support the Commission's goal of ensuring no one is left behind in the creation of a more climate-resilient Europe. This report will focus on how the facility could respond to the tailored needs of EU Local and Regional Authorities (LRA's) and other non-state actors by: - Taking account of the call for a 'green recovery' from the Covid-19 crisis in the EU (see 'Make EU's recovery a Green Deal', and, for example, the EU alliance calling for a green recovery plan, as well as the EU Roadmap for Recovery - Green Transition) - Enabling easy access to e.g., funding, Technical Assistance, new networks - Considering an effective 'consultation mechanism', including peer-to-peer support, aimed at exchanging knowledge at different levels, including policy development, implementation support, capacity building and knowledge dissemination).
