Political change and the welfare state : the case of health and food policies in Mexico ; (1970 - 93)

The paper addresses recent changes in Mexico's welfare policy and governments strategies designed to retain popular support in the context of economic deterioration. It discusses major interpretations of welfare policy orientations and reviews food and health policy objectives since 1980.
