Ex-post and ex-ante evaluation study of the protocol to the agreement on a sustainable fisheries partnership between the European Union and Cook Islands : final report

This report provides an ex-post evaluation of the current Protocol and an ex-ante evaluation of a possible future Protocol to the SFPA between the EU and the Cook Islands, in line with EU requirements. It provides data and analysis to inform a decision as to whether to provide a mandate to the European Commission to negotiate with the Cook Islands for a new Protocol. The evaluation covers the period of the current Protocol (17 December 2021 to 16 December 2024) up to March 2024. The evaluation was completed between January and March 2024, and involved consultations with relevant stakeholders in the EU and in the Cook Islands, and economic, social, and environmental analyses.
