Preparation of Proposals for the Further Development of Performance Management Mechanisms in the Activities of Executive Authorities

Considerable experience of introduction of different mechanisms and performance management tools is collected in Russian Federation, but these approaches didn't influence on government system and decision-making mechanism. To reach desirable effect with applied tools (except their development and scaling) some approaches to organization of processes in government need to be changed. Also they need to be re-oriented from mastering of budget money and formal closure of current orders to planning, reaching, monitoring and evaluation of performance results of government with every given level of results and all the stages of management cycle.
