Privatization in Practice: Case Studies of Contracting for TANF Case Management.

Privatizing welfare services poses significant challenges to state and local agencies. This study of TANF case management privatization in six states looks at issues such as deciding the size and scope of contracts, selecting contractors, promoting competition, ensuring effective and fair procurements, designing strong contracts, ensuring accountability, and managing service provision. The researchers conclude that agencies must allocate enough resources to address the challenges of privatization. They must also ensure that the procurement process is fair and open and recognize that contract design may affect the level of competition for work.
