Projecting CCUS Project Costs Using the Illinois Basin – Decatur Project as a Cost Basis

Analyzing the research project costs associated with the Illinois Basin – Decatur Project (IBDP), Decatur, Illinois USA may provide insights for future projects and allows for the projection forward of the cost of storage and monitoring for commercial-scale Carbon Capture and Storage (CCS). Based on the cost analysis and knowledge developed from the IBDP and other projects, storage and monitoring costs were projected forward for two commercial-scale scenarios: Scenario A - 1 MTPY CCS project with an ethanol plant or similar source, and Scenario B - 4 MTPY CCS project for amine capture at a coal-fired power plant. The cost of monitoring and storage for Scenario A was estimated to be $57 million. The cost of monitoring and storage for Scenario B was estimated to be $107 million. The actual cost per tonne of CO2 captured, transported, stored, and monitored for the IBDP with injection over a three-year period is $90.42/tonne, calculated prior to overhead and administrative costs. The annualized cost estimate over 20 years of injection for the IBDP theoretical scenario is $33.07/tonne, Scenario A cost estimate is $23.69/tonne, and Scenario B cost estimate is $61.02/tonne
