Public procurement : guidance for practitioners on the avoidance of the most common errors in projects funded by the European Structural and Investment Funds
The aim of this document is to provide guidance to public officials, involved in the management of the European Structural and Investment Funds (ESIF), helping them to avoid frequent errors and adopt best practices when it comes to carrying out public procurement procedures. Although it does not provide legal interpretation of the EU directives, it represents a useful tool steering practitioners through the areas where mistakes happen most commonly, giving practical tips on how to avoid them and how to handle each situation. This document also lists a number of good practices, real-life examples, and explanations of specific topics, case studies and templates. Finally, its presentation containing alerts and interactive elements with links to the relevant legislative texts and other useful documents aims to facilitate the use of this handbook. This guidance is part of the Commission's priority action to help Member States to strengthen their administrative capacity in improving the way the EU funds are invested and managed. It is the result of joint efforts of the Commission services, in consultation with the European Investment Bank.
