Regulatory Issues Raised by Network Convergence : The Case of Multi-Utilities

This paper provides a short overview of the regulatory challenges created by multi-utilities, i.e. companies involved in more than one utility sector. It discusses whether the sector-specific regulatory arrangements traditionally adopted by governments to regulate utilities offer a satisfactory oversight of multi-utility undertakings. Some aspects of the existing regulatory frameworks may need to be strengthened or adapted to take into account the growing presence of multi-utilities. Greater reliance on economy-wide regulatory regimes and institutions, such as competition rules and authorities, may also be rendered necessary
