I will try to address three questions in this paper: Why is regulatory rigidity so Common and persistent given that it is seemingly disfunctional? What are its costs? What does the existence of regulatory rigidity imply for developing countries who are now trying to foster private entreprise and simultaneously grapping with the problem of how to regulate it?
