This evaluation covers CARDS assistance from 2001-2006 national programmes to Kosovo under UNSCR 1244/99 (hereafter Kosovo).... This report was prepared by COWI A/S during the period from January 2008 to June 2009 and reflects the situation as of 31 March 2009, the cut of date for the report.... The report examines the progress of the programme towards the objectives stated in the formal programming documents, i.e. Financing Memorandum, Project Fiches, etc. It is intended to provide strategic and operation management information for the Commission Services, the Monitoring Meeting and the beneficiaries. It draws conclusions and puts forward recommendations and provides a judgement on sectoral and sub-sectoral (cluster) performance....
