Review of EU reporting of climate finance : part of the scaling up climate finance in 2014 and beyond project

This report contains the outputs of our review of the climate finance information reported by Member States' in their Biennial Reports (BR) and Monitoring Mechanism Regulation (MMR) reports. This review assessed the submissions against criteria agreed with DG Clima such as transparency, accuracy, completeness, comparability and consistency. As part of the review, we also analysed the data provided in Member States' Common Tabular Format (CTF) tables to consider the format in which this data might be presented in order to best illustrate and explain EU climate finance information. We supplemented the review of the reports by interviewing a small number of Member States and the European Commission to get their views on key issues such as comparability of data, treatment of private finance, approach to reporting technology transfer and capacity building, etc.
