Rigorous proof that the low-frequency spectrum of a fluctuating rate n(t) IS 2 var n

A rigorous proof is given of the theorem that the low-frequency spectrum Sn(ƒ) of a fluctuating rate n(t) is 2 var n and it is shown that this theorem has a rather general validity.
