This paper reviews 'disaster', 'risk', 'hazard' and 'vulnerability' definitions with a focus on natural disasters at a global and sub-national scale. This is firstly to clarify the complex concept of vulnerability within disaster management and secondly to propose quantitative techniques and procedures for the application of a worldwide vulnerability estimation based on indicators of different 'social levels'.
