Roadmapping for green transition through the whole-of-government approach : mutual learning exercise on the whole-of-government : fourth thematic report

This thematic report is the fourth of the Mutual Learning Exercise (MLE) on the application of a Whole-of-Government Approach (WGA) to the design and implementation of national research and innovation (R&I) strategies and plans that foster the transformation of our key socio-economic systems towards sustainability. It provides the basis for discussion about green transition and the implementation of industrial technology roadmaps through the whole-of-government approach. While the green transition and decarbonisation roadmapping help focus WGA discussion on a specific context, it also brings up multiple further issues to be addressed, like how to enable more radical or disruptive structural changes, often entailing high uncertainty, needed to achieve the transition or how to effectively orchestrate ecosystem stakeholders amenable to turning visions into action.
