Sites and services projects in Tanzania : A case study of implementation

This paper analyses the implementation of the 'Second National Sites and Services Project' (1976-1981), which had components in five regional capitals. The analysis shows that the implementation of the project was plagued with three kinds of problems: 1. the project was too ambitious; 2. the design as well as the management of the project was inefficient; 3. the finance for the project was inadequate.
