SMEs and Non-Conforming Land Uses: From Zoning to Corporate Environmental Management.

Despite their important role in local and national activity, SMEs are widely recognised by governmental bodies and comminities to be a major source of local environmental quality degradation. This paper considers the issues surrounding the traditional applicatioon of planning instruments to address this problem, in particular land-use zoning and considers the scope and motivation for moving towards an alternative strategy frame around the developing field of corporate environmental management.
