Status quo der Umsetzung von Naturschutz im Wald gegen Entgelt in Deutschland: Ergebnisse einer Befragung von Forstbetrieben
Vertragsnaturschutz bzw. Naturschutz gegen Entgelt wird im Wald bisher nur vereinzelt umgesetzt. Vor diesem Hintergrund analysiert das Verbundforschungsprojekt "Vertragsnaturschutz im Wald (WaVerNa)" den gegenwärtigen Umsetzungsstand sowie die Potenziale und Hemmnisse von Vertragsnaturschutz im Wald bzw. Waldnaturschutz gegen Entgelt aus einer waldökologischen, ökonomischen und rechtlichen Perspektive. In diesem Zusammenhang wurde eine orientierende Online-Befragung von Forstbetrieben im Bundesgebiet durchgeführt, um das Engagement der Betriebe beim Waldnaturschutz gegen Entgelt abzufragen. Für die Auswertung standen die Antworten von 195 Forstbetrieben zur Verfügung, die sich zu ihren Umsetzungserfahrungen und/oder Umsetzungsabsichten geäußert haben. Die offene Online-Umfrage ist als eine nicht repräsentative Beurteilungsstichprobe von überwiegend mittleren und großen Forstbetrieben zur Umsetzungspraxis von Waldnaturschutz gegen Entgelt im Bundesgebiet zu bewerten. Wie die Befragungsergebnisse verdeutlichen, wird grundsätzlich ein breites Spektrum an naturschutzfachlichen Maßnahmen mit unterschiedlichen entgeltlichen Instrumenten umgesetzt. Die Umsetzung erfolgt bei den meisten Forstbetrieben auf bis zu 5 % der Betriebsfläche. Bei über der Hälfte der Forstbetriebe steuern die Entgelte für Waldnaturschutz bis zu 5 % zum forstbetrieblichen Gesamtumsatz bei. In einzelnen Fällen übersteigen die Entgelte aus dem Waldvertragsnaturschutz die übrigen Einnahmen aus dem Forstbetrieb deutlich. Drei Viertel der Forstbetriebe bewertet ihre Erfahrungen mit Vertragsnaturschutz insgesamt positiv, ebenso wird von einem Großteil der Forstbetriebe ein gleichbleibendes oder höheres Engagement um entgeltlichen Waldnaturschutz in Zukunft beabsichtigt. Auf forstbetrieblicher Ebene kann demnach von einer grundsätzlichen Bereitschaft zu Waldnaturschutz gegen Entgelt ausgegangen werden. Auf der anderen Seite beabsichtigt nur knapp ein Drittel der Forstbetriebe mit Umsetzungserfahrungen auch künftig Waldnaturschutz gegen Entgelt zu realisieren. Eine mögliche Erklärung für diesen scheinbaren Widerspruch könnte sein, dass die nachgefragten Maßnahmen von diesen Betrieben zu einem nennenswerten Teil bereit umgesetzt wurden. Insgesamt deuten die Befragungsergebnisse aber auch darauf hin, dass eine fehlende Nachfrage nach entgeltlichen Waldnaturschutzmaßnahmen für die forstbetriebliche Anbieterseite nicht das einzige Hemmnis sein dürfte. Unter den aktuellen Rahmenbedingungen lässt sich aus den Befragungsergebnissen keine wesentliche Zunahme des Engagements von Forstbetrieben beim entgeltlichen Waldnaturschutz ableiten.
