Study supporting the evaluation of CHAFEA, EACEA, EASME, ERCEA, INEA & REA 2017/2018-2021 : final report : EACEA

According to Article 25 of Council Regulation (EC) No 58/2003 laying down the statute for executive agencies, an external evaluation on the operation of each agency must be carried out every three years. This Report presents the findings of the external evaluation of the European Education, Audiovisual and Culture Executive Agency (EACEA) during the period 2018-2021, which assessed the functioning of the Agency and its performance results (in terms of effectiveness, efficiency and coherence). A comprehensive methodology was deployed during the evaluation, consisting of extensive desk research, various stakeholder consultation activities, and a cost-benefit analysis. During the evaluation period, EACEA focused on implementing changes and simplifications in preparation for the 2021-2027 Multiannual Financial Framework, to enhance its performance in programme management. The Agency fulfilled its mission and objectives, and effectively and efficiently managed a wide yet coherent portfolio of programmes requiring high levels of expertise in diverse policy fields. Overall, EACEA produced the desired outputs and KPIs, and stakeholders expressed high levels of satisfaction with the Agency's performance. The delineation of responsibilities between the Agency and its parent DGs was clear and enabled the Commission to prioritise policy-making tasks. Opportunities to enhance coherence were exploited through EACEA's organisational restructuring, which sought to streamline the Agency's business processes.
