Support for the implementation of the Social Climate Fund : note on good practices for cost-effective measures and investments : executive summary
The Social Climate Fund, established by the Social Climate Fund Regulation (Regulation (EU) 2023/955), aims to support vulnerable households, micro-enterprises and transport users impacted by the inclusion of greenhouse gas emissions from buildings and road transport within the scope of Directive 2003/87/EC. Each Member State is required to develop a Social Climate Plan, proposing a coherent set of measures and investments, which will serve as a basis for the allocation of funding. This document aims to identify good practices for cost-effective measures and investments that may be included by Member States in their Plans in line with Article 6(4) of the Regulation. It also provides practical advice on how to design and implement the measures and investments in a cost-effective way, and how to avoid pitfalls. Moreover, specific advice is provided on how to incentivise the eligible groups who may be supported by the Social Climate Fund to apply for such measures and investments. Lastly, a long list of additional measures is included for further consideration.
