SWOT-АНАЛІЗ ЄВРОІНТЕГРАЦІЙНОГО ПРИКОРДОННОГО СПІВРОБІТНИЦТВА УКРАЇНИ (SWOT-Analysis of European Integration Border Cooperation of Ukraine)

English Abstract: Socio-economic cooperation in the border regions of Eastern Europe involves Ukraine's active participation in the transnational programs "Poland-Belarus-Ukraine", "Hungary-Slovakia-Ukraine-Romania" and "Romania-Moldova-Ukraine". The use of scientific tools of SWOT-analysis helped the author to identify the weak and strong positions of Ukraine's social partnership with member states and candidate countries. Mechanisms and tools of cooperation of local self-government bodies, providing them with legal, financial and technical assistance need serious revision. The matrix of SWOT-analysis built in the work made it possible to identify threats and potential of European integration border cooperation of Ukraine, to identify current social trends and prospects for interregional cooperation. The implementation of the following measures can be called a priority in the development of modern socio-economic policy. First, the introduction of sanctions for violations of legislation in the field of social dialogue. Secondly, the enshrinement of the principle of non-discrimination against part-time workers. Third, the approval of minimum state standards of social services. Fourth, the development of e-democracy, e-petitions. Fifth, the introduction of a banon termination of the employment contract in case of refusal of the employee to transfer from full-time to part-time employment. Sixth, targeted and volunteer assistance of charitable organizations to vulnerable groups. Seventh, the involvement of the unemployed for a minimum wage in landscaping work. Eighth, the use of flexible forms of employment, secondary employment. Ninth, stimulating the mobility of workers with a surcharge for learning new specialties. Tenth, providing subsidies to enterprises for job creation and retraining. To alleviate the current socio-economic crisis and avoid workers' strikes, governments face a dilemma: to invest in the economy or to save people. Many European countries set a worthy example. They choose the social protection of their citizens as the main priority of public policy
