Technical support for the development of harmonised specifications for the labelling requirements of batteries : technical support to implement the new batteries regulation between 2023 and 2025 : final report; 2
Markings enable the communication of relevant product information regarding quality, health and safety, or sustainability to the consumer to encourage safer and more sustainable use, and appropriate disposal practices. Marking as a policy measure therefore plays a unique role in enabling the circular economy. To establish harmonised specifications for the labelling and marking requirements laid out in the Batteries Regulation in Article 13 in paragraphs 1, 2 and 3, the Batteries Regulation in Article 13(10) requires the European Commission to adopt Implementing Acts by 18 August 2025. The work presented hence focuses on two tiers: 1. developing the technical specifications for a graphic design of a label, and 2. specifying rules on format and content of the information requirements contained in the label. The detailed recommendations and decision basis regarding the format and content of each information requirement in Article 13(1) to 13(3) and Annex VI of the Batteries Regulation can be found in the report. For the development of harmonised specifications for the labelling requirements, the project team carried out an extensive assessment of existing mandatory labelling requirements, as presented in chapter 6 of the report, including requirements stemming from Directive EU 2019/904 ('single-use plastic directive') and the energy labels developed in the context of the Ecodesign Directive 2009/125/EC and its complementing Energy Labelling Framework Regulation (EU) 2017/1369. Based on initial research, the project team developed a prototype label design and technical specifications which were presented on 21st February 2024 in a stakeholder workshop with the request for feedback on the presented preliminary results. In response to the workshop 17 stakeholder groups submitted their views and feedback as presented in chapter 4 of the report. The inputs received were assessed in detail and included in the revisions of the labelling design and technical specifications.
