The adequacy of the supply of institutional change : An empirical testing

The authors empirically test the political-economic hypothesis that institutions have played major roles not only in the generation of technical change, but also in improving micro-units' ability to realize the potential gains from such changes. After a look at the literature on 'Green Revolution', they use data from the Madurai district of Tamil Nadu (India) to show that the supply of institutional facilities do not seem to be adequate to improve farm-level performance.
