The Evaluation of the New Lending Framework, 2005-2008
This document (RE-342-1) presents an independent evaluation of the implementation of the New Lending Framework (NLF) covering the period 2005-2008. The document is structured in 6 chapters, each containing one or more of the 10 specific recommendations suggested in the evaluation. Chapter 1 deals with quantitative limits on lending approvals, Chapter 2 addresses the question of how Bank activities are programmed with the borrowing member countries, Chapter 3 deals with Bank instruments, Chapter 4 discusses the implementation of recommendations dealing with the mobilization of knowledge and analysis in support of the Region's development processes; Chapter 5 looks at the broad question of enhancing the development effectiveness of the Bank. Finally, Chapter 6 steps back from the specific recommendations made in the past NLF agreement and provides a broader evaluative discussion on the role which lending frameworks play in orienting the work of the Bank.
