The Local Government System in Indonesia and Sri Lanka : A Comparative Overview

Implementation of local self-government, centered on the regency or the level of the city, should emphasize democratic principles, public participation, equality and justice, and pay attention to local and to diversity. Through the implementation of local self-government, local development should be more efficient and effective. Local government is seen to be more familiar with the real situation and problems faced by its people and with appropriate programs and policies. This differs from what happened in the past when the local government was only the executor of the programs prepared by the central government. This paradigm shift has spurred dynamic change for both the government and the public. If central and local governments are supposed to be more democratic and responsive to local needs, citizens must simultaneously be made aware of their rights and responsibilities, be willing to participate actively in the organization of public affairs and have the capacity to have a with government and other public institutions.
